"We'd take over all the hamburgers and hold the city hostage." He grins at his own joke, knowing that it's entirely within his and Citra's abilities to hold the city hostage in one way or another. He doesn't need to go into that with Rosie, who doesn't need to know at all. But it amuses him more than it should.
